As I have tried to explain, it is the CPU column that you say is at zero right now, and was at one percent in your first post, that is the indication of what is happening right now on your system.

If you saw a high number here, that would be affecting your performance and could slow the operation of your other programs. The CPU Time is just a report of how much time a process has used since your last reboot. A higher number here just indicates that the program has been doing a lot of work. This number does not affect the minute by minute use of your system. I'm trying to think of an analogy for this. The only thing I can think of is a water tap that has a very slow drip. It will not splash much or take up a lot of room in a bucket.
